UGC Implements Measures: UGC’s decision to examine violations in the appointment of teachers and the award of PhD degrees in higher educational institutions follows the Commission’s decision in its 568th Meeting held on April 24, 2023.
Measures for Teacher Appointments and PhD Degrees in HEIs
The role of Higher Education Institutions (HEIs) in nurturing intellectuals and imparting knowledge for the nation’s growth is well-known. The UGC, mandated to promote and coordinate university education, periodically notifies regulations to ensure the quality of teachers and research degrees. The quality of higher education largely depends on the caliber of educators and the promotion of research.The current operating regulations are as follows:
UGC Regulations on Minimum Qualifications for the Appointment of Teachers and Other Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education, 2018.
University Grants Commission (Minimum Standards and Procedures for the Award of Ph.D. Degree) Regulations, 2022.
Both regulations establish the criteria for selecting candidates for teaching positions and maintaining the quality of research degrees in HEIs. Compliance with these regulations is mandatory. However, complaints about violations of the aforementioned regulations are not uncommon among stakeholders.Following the Commission’s decision in its 568th Meeting on April 24, 2023, a Standing Committee was formed to monitor teacher appointments and the award of Ph.D. degrees in HEIs. The Committee will convene regularly, select a few institutions, gather information on faculty appointments and Ph.D. degree awards, verify documents to ensure compliance with UGC regulations, and recommend appropriate actions in case of violations.As the regulations set minimum standards for HEIs, any violation of these regulations inevitably leads to a decline in higher education standards. UGC takes violations of its regulations very seriously and intends to implement appropriate measures to control and prevent such violations.
